The New Partnership for Africa’s Development (NEPAD), a programme of the African Union, is a vision and strategic framework for Africa’s renewal. Its primary objectives include poverty eradication, placing African countries on a path of sustainable growth and development, acceleration of women empowerment, stopping the marginalization of Africa in the globalization process and enhancing Africa’s full and beneficial integration into the global economy.  The NEPAD e-Africa Commission (the Commission) www.eafricacommission.org was established in 2001 and was formally adopted by the NEPAD Steering Committee, as its task team for information and communication technology (ICT) in September 2002. The NEPAD Heads of States and Government Implementation Committee (HSGIC) endorsed the action of the Steering Committee in November 2002. The Commission’s mandate is to manage the structured development of the ICT sector on the African continent in the context of NEPAD. It is also required to develop broad strategies and a comprehensive action plan for ICT infrastructure and its use for ICT applications and services.  The Commission wishes to recruit a suitably qualified and experienced individual to serve as project manager for the NEPAD ICT Broadband Infrastructure for East and Southern Africa. The purpose of the job is to perform activities intended to promote the development and establishment of the NEPAD Broadband ICT Infrastructure Network in East and Southern Africa, comprised of a cross-border terrestrial network and a high capacity submarine fibre optic cable along the East Coast of Africa The appointment will be initially for a one year fixed term contract; it will be based in Pretoria, South Africa and will be reporting to the Executive Deputy Chairperson of the Commission.

 

Requirements: 

   DUTIES

The duties of the Project Manager will include but not be limited to the following; ·         Establish and maintain collaborative relations with the ICT Ministries of the governments of East and Southern African countries, their policy makers, the regulatory authorities as well as the various regional organizations with ICT responsibility such as the IGA, SADC, EAC and COMESA that are required to advance the development of the NEPAD ICT Broadband Network.·         Convene meetings, workshops and conferences; establish groups of experts and perform other related activities as required to advance the development of the NEPAD ICT Broadband Network.·         Conduct studies to establish the technical and economic viability of networks, designs and systems related to the NEPAD ICT Broadband Network and communicate the results of these studies to the appropriate bodies and to the general public as may be required.·         Participate in meetings of the region convened by African Union Commission, Regional Economic Communities and other African and international organizations in order to advance the objectives of the NEPAD ICT Broadband Network.·         Participate in activities intended to attract investment into the NEPAD ICT Broadband Network, including the Special Purpose Vehicle that will own, develop and operate the terrestrial Broadband ICT Network; collaborates with entities that will establish the  Uhurunet submarine.·         Cooperate with other staff of the ICT Infrastructure Section in discharging the Commisssion’s responsibility as Secretariat to the Inter-Governmental Authority (IGA) under the Kigali protocol; promote the ratification and accession of this protocol.·         Participate in meetings of groups of experts, focusing on ICT policies & regulations.·         Undertake other assignments as requested by the Executive Deputy Chairperson of the Commission

Personal Skills: 

REQUIRED QUALIFICATIONS AND EXPERIENCE·         A university degree in electrical engineering, specializing in telecommunications and / or ICT.·         A Masters or higher degree in a field of ICT, will be a definite advantage.·         A minimum of ten years of relevant experience in the telecommunications industry, five of which should have been in management positions.·         Familiarity with optical fibre technology and / or other broadband technologies.·         A good understanding of at least one of the following:  policy and regulatory issues; network design; telecommunication economics; modern telecommunication business, is required·         Experience in planning large optical fibre networks and  managing large international infrastructure projects

It is also required to develop broad strategies and a comprehensive action plan for ICT infrastructure and its use for ICT applications and services.  The Commission wishes to recruit a suitably qualified and experienced individual to serve as manager for the NEPAD e-Payment Gateway, with responsibility to conceptualise, develop and establish, in conjunction with partners, an e-Payment Gateway in the African continent.  The appointment will be initially for a one year fixed term contract; it will be based in Pretoria, South Africa and will be reporting to the Executive Deputy Chairperson of the Commission.  The position offers considerable scope for an energetic and flexible individual to exercise initiative and influence the development of an important and exciting field and ensure that NEPAD is able to capitalise on the 2010 FIFA soccer event in South Africa to impact on African development.  2.     THE PROJECT The NEPAD African Payment Gateway is a project intended to benefit African people by reducing the costs of doing business for small and medium sized enterprises (SMEs) in African countries. The Payment Gateway will also enable citizens and SME’s to receive direct payments from anywhere in the world in a more cost effective and efficient manner.

3.     DUTIES

The duties of the Project Manager will include but not be limited to the following; ·         Develop and articulate the objectives of the project.·         Oversee from the standpoint of the e-Africa Commission, the development of business case for the project; present the case to the Commission’s governing bodies and secure their support.·         Develop sound working relations with existing partners that will assist the establishment of the African Gateway company in South Africa, help secure new partners and assist the company to get on its feet.·         Monitor progress and ensure that the planned milestones for the African payment Gateway are achieved, that sound management prevails and good corporate governance practices are observed at the company. Report as appropriate to the governing bodies.·         Network effectively, negotiate well, influence people and broker relationships with stakeholders in support of the project. 

Personal Skills: 

 REQUIRED QUALIFICATIONS AND EXPERIENCE ·         A postgraduate degree in business, finance, accounting or engineering. A Bachelor’s degree will be considered if coupled with specific relevant experience.·         Seven years experience in government or industry, including five years in a managerial capacity.·         Excellent mastery of written and spoken English as a requirement. Similar skills in French would be a significant advantage.·         Successful candidate will be an excellent communicator and will possess outstanding interpersonal skills. Good connections in the corporate and public service will be an asset.·         Experience with the use of computer techniques and familiarity with e-commerce applications..

Job purpose

This position reports to the Executive Deputy Chairperson (EDP) who is the executive head of the e-Africa Commission. He or her will assists him in the conduct of financial management, administrative and human resources tasks. Budgeting and accounting are key focus areas of this position. This position is also responsible for strategic and operational financial accounting, statutory and management reporting, contract administration, audit and risk management, corporate governance and compliance.

The position will work closely with the Human Resources Units and makes frequent contact with the corporate and development partnership of the Commission and with various stakeholders. He/she also works closely with the Development Bank of Southern Africa [DBSA]. The successful candidate will be a dynamic and proactive professional.

Duties:

  1. Prepare annual budgets of the Commission in line with the approved action plan and available funding. This includes assisting the Executive Deputy Chairperson in getting the required approval from the Executive Committee and other governance structures.
  2. Assist Project Managers with preparation of projects budgets and presenting the same to funding partners.
  3. Monitor the financial performance of the Commission, producing and presenting periodic financial reports, cash flow management, recommending and implementing sound financial management practices.
  4. Arrange for payment of accounts and collection of outstanding funds from partners and stakeholders.
  5. Prepare financial reports to funding partners and other stakeholders.
  6. Ensure that accounting and financial policies and procedures enable accurate and timely financial reporting in compliance with management, funding partners and other stakeholders reporting requirements.
  7. Manage the development, implementation and continuous improvement of vital financial controls and processes, aimed at mitigating the Commission's strategic financial, operational and reputational risks.
  8. Prepare for the external audit of the Commission's financial statements in liaison with DBSA.
  9. Assume responsibility for all purchases and requisitions, including printing, stationery, equipment and supplies, furniture and fixtures, transport services, security services, insurance services, IT equipment and support.
  10. Develop, implement and monitor human resources related policies, procedures and processes.
  11. In collaboration with other staff members and stakeholders, ensure that the Commission has adequate and appropriate staff.
  12. Identify and manage staff development needs.
  13. Maintain the personnel records of the Commission's staff complement.
  14. Coordinate with DBSA and the NEPAD Secretariat and the African Union on any issues related to the functional areas of this position
  15. Advise the Executive Deputy Chairperson and staff on the above functional areas.

 

Requirements:

  • A B Com Degree or equivalent qualification in financial and administrative management  
  • At least ten years relevant experience in financial management, including, budget planning, expenditure control and monitoring as well as cash flow management
  • Excellent mastery of spoken and written English required. Similar skills in French would be a significant advantage
  • Good interpersonal skills and demonstrable ability to interact productively with persons at high professional levels
  • Financial analysis skills
  • Ability to demonstrate accuracy and thoroughness
  • Planning and organizing skills
